Revelation chapter 13 records two visions John saw. In the first vision he sees a strange beast emerging from the sea and in the second vision he sees a beast emerging from the earth. They are clearly related to an Old Testament vision recorded in Daniel chapter 7 where Daniel also sees a beast which represents the Roman Empire. The beasts John sees represent two phases of Daniel’s beast. A third and final phase is recorded in Revelation chapter 17..
